Carney’s Liberals Edge Conservatives: Final Seat & Vote Totals from Canada’s 2025 Election
Liberals under Mark Carney captured 166 of the 338 House seats, nine shy of a majority, while Pierre Poilievre’s Conservatives finished with 144. Final Elections Canada figures show the Liberals won 6.11 million votes (40.3 %), just behind the Conservatives’ 6.28 million (41.4 %); the Bloc Québécois secured 23 seats on 7.1 %, the NDP 12 on 6.0 %, the Greens one on 1.0 %, and one independent was returned. Overall turnout hit 68.9 % (about 15.2 million ballots).
Liberal gains were concentrated in urban Ontario and Atlantic Canada: they claimed 75 of Ontario’s 121 ridings and 25 of 32 in the Atlantic provinces, including 45 of 55 in the Greater Toronto Area, while Conservatives swept Alberta (32 of 34) and all 14 ridings in Saskatchewan. Twenty-two constituencies were decided by under two percentage points, underscoring a sharply polarised map. Markets reacted calmly to the outcome: the TSX added 0.4 % and the Canadian dollar held steady at US$0.78.
Carney will recall Parliament on 26 May, open confidence-and-supply talks with the NDP and Bloc, and dispatch envoys to Washington within 48 hours to begin negotiating a new trade and security framework in response to U.S. tariff threats. He told supporters the result was “a mandate to protect Canada’s sovereignty and build two million new homes,” pledging to double home-building, cut the GST on new rental construction and invest $15 billion in clean-tech manufacturing.
